Mr. Laxman Bahadur Basnet

Mr. Laxman Bahadur Basnet is the Senior Fellow at Asian Institute of Diplomacy and International Affairs (AIDIA). He is the Former Executive Director of Intermodal Transport Development Board (Ministry of Industry, Commerce and Supplies), Government of Nepal. Mr. Basnet holds Master Degree in Public Administration and in Business Administration from Tribhuvan University.

Mr. Basnet has worked in various Ministries and Departments of Government of Nepal and various Public enterprises of Nepal for over three decades. He served as the Chief Tax Officer at Inland Revenue Office in Pokhara, Biratnagar, Area no. 1 and 2 Kathmandu. He was also the Delegate Member for Tax Treaty with India, 2009. He was the Under Secretary at Ministry of Finance, Singhadurbar, Kathmandu (Involved in Policy Making at Ministry of Finance, Revenue Division Especially Responsible for International Taxation Desk, (MoF)). He was involved in Preparing Tax Manual of Income Tax Act, 2058.

His experience in public enterprises includes Assistant Account officer at Royal Nepal Airlines Corporation, 2042 B.S., Assistant Account officer at Bansbari Leather and Shoes factory limited, 2042 B.S. He was the Board Member in Janakpur Cigarette Factory Ltd. (2010-11 A.D.), Biratnagar Jute Mills Ltd. (2008-10 A.D.) and Nepal Dhalot Co. Ltd. (1990-92 A.D.). He also served as the Task Force Member at Social security system in Nepal: Ministry of Finance in 2010 and at Liquidation of public Enterprise in Nepal: Ministry of Finance.

Mr. Basnet’s research and publication include A handbook of Tax Payer Education system in Nepal, Legal and practical aspects 2069 B.S., Private Sector Banks and their Corporate Tax Contribution on Taxation in Nepal 2003, Tax Collection System in Nepal a comparative study of USA, Sri Lanka and Nepal   1993 and An Article on International Trade of Nepal: A Review  Published on SOPAN Special Issue 2075 B.S.
